2300 For a league with comp

This is my first shot at 2300 pt list for league. The comp is ment to encourage large units of foot troops (mounted units get no rank bonus and 20+ foot troops get a free command)
Power dice are limited along with dispel but this shouldnt affect me with only on Wizard.
Limit to shooting units and duplications of special/rare.

So this is what I have come up with:
LORDS/HEROS
Arch Lector, War Alter, Dawn armour, Hammer of Judgement, VHS (not allowed VHS and Mace)

Captain, Pegasus, Enchanted Shield, Doomfire Ring, lance, full plate

Wizard, Level Two, Wizard Staff, Dispel Scroll

BSB, Aldreds Casket, Sword of Might, full plate, shield, barded warhorse

CORE
20 Flagellants
6 Knights, musician
5 Knights, champion (BSB here)
20 Swordsmen, full command as per comp
10 Handgunners, marksman and repeater handgun
10 Crossbowmen

SPECIAL
24 Greatswords, full command (wizard here)
Great cannon
Great cannon

RARE
20 Flagellants
Helblaster

Doesn't leave me any points to play with. Won't be taking a Steam Tank

Ok lets start with characters. 
There a reason you aren't giving the Arch Lector the armor of meteoric iron as a rerollable 4+ armor save will not get you very far.
The sigil of sigmar would give more protection to the captasus than the enchanted shield as most shooting and CC attack will go at his unarmored mount.
Mage looks ok.
Empire BSB's cannot take shields(other races like holding the standard in other fashions).  I am not sure how likely he will be able to use the casket.  The unit you are suggesting to put him in only has 4 rank and file models so he can get picked out.

Onto the army:
I'm not a fan of large blocks of flaggelants as usually 14 or so will be able to hold the enemy for a few rounds without costing that much yet still can soak up some shots without losing their killing potential.

This would allow you to put some points into detachments and more models for your swordmen.
